At GroundTruth, consumer privacy is central to how we build and operate our products. We apply safeguards to sensitive locations and certain geographic areas to help ensure location-based advertising and measurement are used responsibly and in accordance with applicable privacy requirements.
These protections are built directly into our platform and can affect whether a location is eligible for targeting, audience creation, data collection, or measurement.
Our Approach to Protected Locations
Not all locations are treated the same. GroundTruth classifies certain locations into 3 primary protection classes based on their sensitivity: Consumer-Protected, Healthcare-Protected, or Prohibited.
Depending on the classification, additional targeting restrictions may apply.

⚠️ Rule of Precedence: Where multiple privacy protections or state laws apply to a single location, the most restrictive requirement always takes precedence.
Consumer-Protected Locations
Consumer-Protected Locations are sensitive locations where additional distance protections apply.
Minimum targeting distance: 1 mile
Targeting within 1 mile of a Consumer-Protected Location is not permitted.
Targeting within 1 mile of a Consumer-Protected Location is not permitted.
Targeting
Ads may only target the surrounding area at a distance of 1 mile or greater.
Audience Building
Visits to these locations cannot be used to build location-based audiences.
Measurement
GroundTruth does not collect individual device-level location information at these locations.
💡 Example: If a location is classified as Consumer-Protected, a 0.5-mile targeting radius will not be permitted by the system. The radius must be expanded to at least 1 mile.

Healthcare-related advertising cannot be targeted within 0.4mi (2,000ft) of a Healthcare-Protected Location in the applicable states.

Foot traffic visits to applicable healthcare POIs (points of interest) are not tracked or attributed.
⚠️ When does the 0.4mi (2,000ft) rule apply?
The 0.4-mile restriction applies only when all 3 of the following conditions are met:
- The location is classified as Healthcare-Protected.
- The location is in WA, NY, CT, NV, or CA.
- The advertisement is categorized as healthcare-related.
Non-healthcare advertising is not restricted by the 0.4-mile healthcare rule, though other general privacy protections (like state-level 1-mile laws) may still apply.

- State Law + Protected Tier Example: If a target location is in Connecticut (where state law requires a 1-mile minimum) and is also classified as Consumer-Protected (which requires a 1-mile minimum), both rules enforce a minimum radial distance of 1 mile.
- Prohibited Tier Example: If a target location falls under the Prohibited classification, location-based targeting is completely blocked, regardless of the state legislation or requested targeting radius.
Site Retargeting Pixel Restrictions

How do I know if my target location falls under a Consumer-Protected, Healthcare-Protected, or Prohibited category?
GroundTruth automatically categorizes locations using point-of-interest (POI) business databases and industry classification codes. When you build a campaign, our system checks your target location or category against these protected lists. If a location is classified as Consumer-Protected, Healthcare-Protected, or Prohibited, the platform automatically applies the necessary distance buffers, blocks restricted targeting radii, or disables visit measurement accordingly.
Why does the platform enforce a 1-mile minimum targeting radius in certain states?
State-specific legislation in jurisdictions like Maryland, Oregon, Virginia, New Jersey, and Connecticut restricts precise geolocation tracking, requiring a minimum targeting radius of at least 1 mile. In these states, targeting below 1 mile, On-Premise, and Neighborhood targeting are unavailable.
