Our Policy
Respecting user privacy is a fundamental focus of GroundTruth. GroundTruth is committed to responsible data privacy practices that provide consumers with transparency and control. GroundTruth is audited annually by TrustArc, receiving their TRUSTed Data Collection Certification in the US and their independent certification under the EDAA framework in the EU. We are also a strategic partner with the Mobile Marketing Association.
GroundTruth adheres to the Digital Advertising Alliance (“DAA”) Self-Regulatory Principles and was a launch partner for their AppChoices program. We work with our partners to help ensure that the user data used in connection with our products and services has the appropriate permissions, and that consumers can exercise control over such use.
A consumer who would like to exercise choice regarding the collection and use of their data for interest-based advertising by GroundTruth can download DAA’s AppChoices mobile app or TrustArc’s TRUSTe mobile app on their iOS or Android device.

Our Approach to Privacy
At GroundTruth, consumer privacy has always been at the center of what we do. Our mission is to provide a trustworthy and actionable understanding of local communities.
As part of our ongoing efforts to protect end users, we block data collection for audience building and targeting for the following categories: Health Care, Gambling, Religion, Legal & Government, Firearms, and Minors. This is enforced at the platform level, meaning the data is never collected and is not available for use by any campaign or partner study.
Additionally, we have built a 3-tiered approach to privacy protections directly into our architecture:
Tier 1: Prohibited Locations – The highest form of protection has integrated into our systems. These locations are completely blacklisted from our technology; we do not track here.
Examples Include: Nuclear Power Plants, Missile Silos, Adult Entertainment, and Cannabis Growers.
Tier 2: Consumer Protected Locations – We do not collect individual device-level information at these locations. Data is not stored in GroundTruth systems or used in our services.
Examples Include: Places of Worship, Family Planning Centers, and Specialty Health Clinics.
Tier 3: Content Restricted Locations – This applies to the type of content allowed we allow displayed through our technology at certain locations. (e.g., we would never display an alcohol ad on a high school campus).
Examples Include: Credit card ads on College Campuses, Alcohol ads in proximity to High Schools, or Financial products in proximity to Military Locations.

Healthcare Data Privacy
Healthcare-related categories are restricted for targeting and visit tracking in the following states. This includes pharmacies and pharmacy-affiliated brands such as CVS, Rite Aid, and Safeway.

Impact on Ads Manager:
- No Impressions: Cannot serve to these POIs via On-Premise or Neighborhoods targeting.
- No Visit Tracking: Visits to healthcare POIs are not tracked.
- No Audiences: Building or retargeting based on healthcare category visits is disabled.
- Washington State Only: Restrictions extend to big-box stores with in-store pharmacies (e.g., Walmart, Target, Costco).
Sensitive Geolocation Laws
Precise geolocation is considered sensitive data in these regions. Upon the effective dates, the following restrictions apply to Maryland, Oregon, Virginia, and Quebec:

Impact on Ads Manager (MD, OR, VA):
- Geo-targeting: Only supports radial distances of 1 mile or greater.
- Audience Targeting: Only supported via eligible third-party segments.
- Disabled Features: Location-Based Audience Building, On-Premise Targeting, Neighborhood Targeting, and Visit Tracking are unavailable.
Impact for Quebec: GroundTruth does not track visits, collect data, or conduct advertising activities in this region.
